Azerbaijan eSIM for Indians (2026): Jio, Airtel or a travel eSIM for Baku?

Your Jio or Airtel SIM works in Azerbaijan with a roaming pack. Here is when that is enough, when a travel eSIM is better, and how much data a Baku trip needs.

Azerbaijan is on both Jio's and Airtel's roaming lists, so your Indian SIM will work in Baku once you buy a pack. The choice is between that pack, a local SIM or eSIM bought in Azerbaijan, and a travel eSIM you install at home. Here is how they compare on price, data and OTPs.

Short answer

A travel eSIM that connects to Azerbaijan's local networks works there from the moment you land: eSIMKite's Azerbaijan plans use Bakcell and Azercell, with 3 GB for 30 days at ₹849 and 5 GB at ₹1,299. Jio and Airtel also roam in Azerbaijan, and for a 10-day trip Jio's ₹951 pack (4 GB plus 100 minutes each way) costs less than our 5 GB plan, so Jio users with light needs can simply roam. Airtel's 10-day pack is ₹1,298 for 6 GB and 200 minutes.

Other sizes: 1 GB for 7 days is ₹299, and for 30 days 20 GB is ₹4,199 and 50 GB is ₹8,899. Unlimited plans give 1 GB a day at full speed, then 512 Kbps: ₹799 for 3 days, ₹1,299 for 5 days, ₹1,799 for 7 days, ₹2,499 for 10 days, ₹3,699 for 15 days and ₹6,799 for 30 days. Some shorter versions cost more than the 30-day plan: 5 GB for 7 days is ₹2,999, against ₹1,299 for 30 days. Jio's 100-country list also has 8 GB for 14 days at ₹1,551, 12 GB for 30 days at ₹2,851 and 20 GB for 30 days at ₹3,999. All our plans are on the Azerbaijan plans page.

Networks and speeds in Azerbaijan

eSIMKite's Azerbaijan plans connect to Bakcell and Azercell. Ookla's Speedtest Global Index for September 2026 puts Azerbaijan's average mobile download speed at 127.47 Mbps, with 29.80 Mbps upload and 20 ms latency, ranking the country 67th in the world for mobile.

We could not confirm a current ranking of the operators against each other, so we cannot honestly name the fastest network in Baku or in the mountains. Our eSIM can use either Bakcell or Azercell, and for drives into the hills, download offline maps before you set off.

Bakcell does sell its own eSIM to foreign visitors, but only at Bakcell customer service centres, not online, so you cannot set it up before you fly. Bakcell charges 7 AZN to convert a number to eSIM or to issue a new QR code.

Outside Baku, data still matters for getting around: Bolt's official city list for Azerbaijan includes Baku, Ganja, Sumgayit, Qabala, Shaki, Quba, Lankaran and about 30 other towns.

Baku to Georgia by road: what changes for your phone

The Azerbaijan plan is sold for Azerbaijan, so do not count on it once you cross into Georgia. Buy a separate Georgia plan for that part of the trip; our Georgia and Armenia guide covers it.

If you would rather keep one plan, Airtel's covered-countries list includes both Azerbaijan and Georgia. Jio has no roaming pack for Georgia, only pay-as-you-go (about ₹2 per MB and ₹10 a minute), so Jio users should buy a Georgia plan. Either way, keep data roaming off on your Indian SIM until a pack is active.

Bank OTPs, WhatsApp and UPI

eSIMKite plans are data only. Your Indian SIM stays in the phone as the second line, so your number, WhatsApp account and UPI apps stay as they are. More in keeping WhatsApp and bank OTPs working abroad.

  • Jio: the ₹951 pack includes 25 SMS and the ₹589 1-day pack 20 SMS. Without a pack, Jio's Azerbaijan rates are ₹25 a minute for calls to India and local calls, and ₹50 a minute for incoming calls, so a pack matters if family will ring you. Check in MyJio whether your plan receives SMS abroad.
  • Airtel prepaid: the 5-day and 10-day packs include 20 SMS and the 1-day pack 10 SMS. The IR activation pack is ₹118 for 28 days at standard charges.
  • Airtel postpaid: new plans from ₹499 a month include one free roaming trip a year from 8 Oct 2026 (5 GB, 60 minutes, free incoming SMS, 5 days). The announcement does not list countries, so confirm Azerbaijan in the app.
  • Vi: we did not check Vi's Azerbaijan rates. Look in the Vi app before you go.
  • WhatsApp: messages and calls go over data and keep your Indian number. We could not confirm whether Azerbaijan limits any calling apps, so keep a normal call as a back-up.
  • UPI: UPI merchant payments were not live in Azerbaijan as of 31 Aug 2026 (BusinessLine), so carry a card or a forex card.
Avoid bill shock. Without a pack, Jio charges about ₹2 per MB of data in Azerbaijan and ₹50 a minute for incoming calls (Jio's rate list, 14 Oct 2026). Turn data roaming off for your Indian SIM and choose the eSIM as your mobile data line.

Before you land

  • Visa: this guide does not cover visas. Check Azerbaijan's entry rules with official government sources before you book.
  • Phone registration: Azerbaijan's IMEI registration services for mobile devices have moved from imei.az to the my.gov.az portal. The notice does not say how the rules apply to a tourist's phone on a local SIM, so ask at the counter if you buy one.
  • Local SIM: Bakcell sells eSIMs to foreigners only at its customer service centres. We could not confirm SIM counters or tourist pack prices at Baku's Heydar Aliyev airport.
  • Rides: install Bolt before you go; it runs in Baku and in towns across the country.
  • Payments: set up an international or forex card before you leave, since UPI was not live there as of August 2026.

Set it up at home

  1. Check your phone takes an eSIM: iPhone XS or newer, Google Pixel 3 or newer, and recent Samsung Galaxy S and Z models. Dial *#06#: if an EID shows, it does.
  2. Buy the Azerbaijan plan and scan the QR code on Wi-Fi before you leave India. It takes about two minutes.
  3. On most plans the validity starts when the eSIM first connects at your destination, not when you buy or install it.
  4. On landing in Baku, turn the eSIM line on, switch on data roaming for it, and set it as the mobile data line.

Step-by-step pictures for iPhone and Android are in how to install a travel eSIM. With data working at arrivals, you can book a Bolt before you reach the exit.

When a local SIM or roaming is the better choice

Jio users on a short trip: the ₹951 pack gives 4 GB with 100 outgoing and 100 incoming minutes for 10 days. That costs less than our 5 GB plan (₹1,299) and keeps your number working for calls. For heavy use, Jio's 20 GB for 30 days at ₹3,999 also costs less than our 20 GB plan (₹4,199).

Airtel users who call home: ₹1,298 for 10 days with 6 GB and 200 minutes is about the price of our 5 GB plan, and includes calls. Jio's Wi-Fi calling packs (₹121 for 100 minutes, ₹521 for 500 minutes) cover calls to India over hotel Wi-Fi if your phone supports Wi-Fi calling.

When our eSIM makes sense: our Unlimited plans keep going at 512 Kbps after each day's 1 GB, while Jio's packs drop to 64 kbps once the quota is used. A travel eSIM also suits anyone not on Jio or Airtel, families who want one plan to share by hotspot, and anyone who wants data from landing with no counter. A Bakcell eSIM gives you a local number, but only after a visit to a service centre. More in Jio vs Airtel vs Vi roaming packs.

Questions

Does Jio work in Azerbaijan?

Yes. Azerbaijan is on Jio's 75-, 100- and 132-country roaming lists. The 1-day pack is ₹589 for 1 GB and 100 minutes, and the 10-day pack is ₹951 for 4 GB with 100 outgoing and 100 incoming minutes. Without a pack, data costs about ₹2 per MB and incoming calls ₹50 a minute.

Can I use my Indian SIM in Azerbaijan?

Yes, with a roaming pack. Airtel covers Azerbaijan with ₹698 for 1 day, ₹998 for 5 days and ₹1,298 for 10 days, and Jio's packs start at ₹589. We did not check Vi. Keep data roaming off unless a pack is active.

Do I need a SIM card or eSIM at Baku airport?

No. A Jio or Airtel pack, or a travel eSIM installed at home, gives you data on landing. We could not confirm airport SIM counters or prices, and Bakcell sells its eSIM to foreigners only at its service centres.

Which network is best in Baku and the mountains?

We could not confirm a current ranking between the operators. Ookla puts Azerbaijan's average mobile download speed at 127.47 Mbps (September 2026). eSIMKite's Azerbaijan plans can use Bakcell or Azercell. For mountain drives, download offline maps first.

Does an Azerbaijan eSIM work in Georgia?

Do not count on it. The Azerbaijan plan is sold for Azerbaijan, so buy a separate Georgia plan for that part of the trip. Airtel's roaming list includes both countries if you would rather roam.

How much data do I need for 5 days in Baku?

About 0.5 GB a day covers maps, Bolt rides and WhatsApp, so 3 GB (₹849 for 30 days) is enough for most people. If you post videos or make video calls every day, take 5 GB (₹1,299) or Unlimited (₹1,299 for 5 days).

Does WhatsApp work in Azerbaijan, and will OTPs arrive?

WhatsApp messages and calls go over data and keep your Indian number; we could not confirm any current limits on calling apps there. OTPs arrive by SMS on your Indian SIM if it stays on as the second line and your plan receives SMS abroad; check MyJio, Airtel Thanks or the Vi app before you go.

Can I share it as a hotspot?

Usually, yes: hotspot is included on most plans. Connected devices share your plan's data.
