Does Jio work in Oman, Qatar, Kuwait and Bahrain? It does, and so does Airtel, so the real choice is between a roaming pack, a tourist SIM after landing, or a travel eSIM installed at home. This guide compares the three for visitors, from a Doha layover to a week in Muscat.

Short answer

Yes, Jio works in Oman, Qatar, Kuwait and Bahrain, but on WhatsApp calls in Qatar and the other three we found no official rule either way, so test a call when you land. Jio's 100-country pack covers all four at ₹951 for 4 GB with calls over 10 days, about the same per GB as eSIMKite's 5 GB plans at ₹1,099 to ₹1,199 for 30 days. The eSIM fits a stopover (1 GB for 7 days from ₹249), heavy use, or one plan across all four: our Global 5 GB plan is ₹1,499.

One regional plan or country plans

For one country, its own plan costs less. For two or more, say a Doha stopover and a week in Muscat, one regional eSIM saves a second install: our Global plan is ₹1,499 for 5 GB or ₹2,599 for 10 GB, and our Middle East & North Africa plan is ₹1,899 for 5 GB or ₹3,199 for Unlimited over 7 days. Both cover all four countries. Country lists differ by plan, so read the coverage list on the plan card, especially if your route includes the UAE or Saudi Arabia; for those, see our Dubai and Umrah guides.

Country by country

Qatar

Qatar has two operators, Ooredoo and Vodafone, and our Qatar plans use both. In Opensignal's November 2025 report Ooredoo was faster, averaging 74.6 Mbps against 63.8 Mbps, while Vodafone won coverage narrowly. Ookla's September 2026 index ranks Qatar second in the world for mobile speed. Ooredoo's Visitor SIM is sold online as an instant eSIM or at Hamad airport, at Qatar Duty Free in the baggage hall and kiosks at Exits 2, 3 and 4. UPI works here, and Karwa airport taxis take cards, Apple Pay and Google Pay. Visit Qatar lists Indian passports as visa-free with three months' validity and a confirmed hotel booking; recheck on Visit Qatar before you fly.

Oman

Oman has three operators, Omantel, Ooredoo and Vodafone; our Oman plans use Omantel and Vodafone. In Opensignal's January 2026 report Omantel led coverage (8.3 out of 10, Vodafone 5.8) and Ooredoo had the fastest downloads. Oman has switched off 3G, so use a phone with 4G and VoLTE. Tourist SIMs are good value: Omantel's Tourist Explore is OMR 5 for 8 GB over 14 days, inside Oman only, and Vodafone sells 400 minutes of calls to India for OMR 3. Hindi is commonly used. UPI is not live, so carry a card. Most Indians need an e-visa from the Royal Oman Police portal, at least 4 days ahead; 14 days visa-free applies only with a valid US, UK, Canada, Australia, Schengen or Japan visa, or some GCC residence permits.

Kuwait

Kuwait has three operators, Zain, Ooredoo and stc, and our Kuwait plans use all three. Opensignal named Zain Best Network for April to June 2026, with downloads averaging 130.9 Mbps, 10% ahead of Ooredoo, and Ookla ranks Kuwait third in the world. Ooredoo Kuwait's ANA GO line is KD 5 for 30 GB over 30 days, online or in store. UPI is not accepted; the local card network is KNET, and Ooredoo takes top-ups by KNET, card, Apple Pay or Google Pay. Many visitors are family: India's Ministry of External Affairs counts about 10.4 lakh overseas Indians in Kuwait (January 2026).

Bahrain

Bahrain has three operators, Batelco, stc and Zain; our Bahrain plans use stc and Zain. In Opensignal's November 2025 report stc was fastest for the first time, averaging 85 Mbps, and Zain won the most awards, including Voice App Experience. Ookla ranks Bahrain seventh in the world. Batelco's GCC Visitor passes give unlimited data under fair use for BD 3 (12 hours) or BD 4 (a day); a hotspot on a Batelco line needs a BD 2 add-on. UPI is not accepted. Freedom House's 2025 report lists no blocking of communication apps, though some websites are blocked. The only official visa site is evisa.gov.bh.

Doha layover: free Wi-Fi or an eSIM?

If you stay airside, you probably do not need a SIM: Hamad International has free Wi-Fi across the terminal (join #HIAQatar and sign in) plus free internet kiosks. Once you leave, you need data for Karwa, Uber or the Doha Metro, which serves the airport. Qatar Airways passengers with 6 hours or more who are not visa-free can get a transit visa at the Discover Qatar Transit Desk, valid up to 4 days for a stopover. For that, our Qatar 1 GB plan is ₹299 for 7 days, against ₹589 for Jio's 1-day pack and ₹698 for Airtel's.

Bank OTPs, WhatsApp and UPI

eSIMKite plans are data only. Your Indian SIM stays in the phone as the second line, so your number, WhatsApp and UPI apps stay as they are. More in keeping WhatsApp and bank OTPs working abroad.

  • Jio: the ₹951 pack includes 25 SMS. Jio also sells 'Gulf' packs from ₹898 for 7 days, but we could not confirm from Jio's site that they cover Oman, Qatar, Kuwait or Bahrain, so check in MyJio first.
  • Airtel prepaid: the 5-day and 10-day packs include 20 SMS; the IR activation pack is ₹118 for 28 days at standard charges.
  • Airtel postpaid: new plans from ₹499 a month include one free roaming trip a year from 8 Oct 2026 (5 GB, 60 minutes, 5 days). Airtel has not listed the countries, so confirm in the app.
  • Vi: check in the Vi app whether you need a roaming pack to receive SMS abroad.
  • Calling apps: we found no confirmed app block in any of the four (see the table). Jio's Wi-Fi calling packs, ₹121 for 100 minutes or ₹521 for 500, cover calls to India if your phone supports Wi-Fi calling.
  • UPI: works in Qatar, live since September 2025, starting at Qatar Duty Free in Hamad airport. Oman, Kuwait and Bahrain were not on the August 2026 list of UPI countries.
Avoid bill shock. Without a pack, Jio charges about ₹10 per MB and ₹10 a minute, even for incoming calls, in Qatar and Oman, and about ₹2 per MB in Kuwait and Bahrain (Jio, 14 Oct 2026). Turn data roaming off for your Indian SIM.

Set it up at home

  1. Check your phone takes an eSIM: iPhone XS or newer, Google Pixel 3 or newer, and recent Samsung Galaxy S and Z models. Dial *#06#: if an EID shows, it does.
  2. Buy the plan for your country, or one regional plan for several, and scan the QR code on Wi-Fi before you leave India.
  3. On most plans the validity starts when the eSIM first connects at your destination, not when you buy or install it.
  4. On landing, turn the eSIM line on, switch on data roaming for it, and set it as the mobile data line.

Step-by-step pictures are in how to install a travel eSIM.

When a local SIM or roaming is the better choice

If you live and work in the Gulf, this guide is not for you. A local line gives you a local number for work, banks and deliveries and costs less over time: Ooredoo Kuwait's ANA GO is KD 5 a month and Batelco's monthly prepaid plans start at BD 8.5. Tourist SIMs are not meant for residents; Ooredoo Oman does not sell them to residents.

Visitors who will make many normal calls on their Indian number should take a roaming pack: Jio's ₹951 pack has 100 outgoing and 100 incoming minutes, and Airtel's ₹1,298 pack has 6 GB and 200 minutes. A tourist SIM suits a long stay or many local calls: in Qatar, Ooredoo's Visitor SIM Pro is QR 150 for 25 GB over 30 days. The travel eSIM suits a stopover, heavy daily use, or one plan across several countries. More in Jio vs Airtel vs Vi roaming packs.

Questions

Does Jio work in Oman, Qatar, Kuwait and Bahrain, and does the Gulf pack cover them?

Yes, all four are on Jio's 75-, 100- and 132-country lists, so the ₹951 and ₹589 packs work there. We could not confirm from Jio's site that its 'Gulf' packs cover them, so check in MyJio before buying one.

Can I use my Indian SIM in Qatar, Oman, Kuwait or Bahrain?

Yes, Jio and Airtel both roam there. Buy a pack first: pay-as-you-go data on Jio is about ₹10 per MB in Qatar and Oman.

Do I need a SIM card for a Doha layover, or is airport Wi-Fi enough?

If you stay inside Hamad International, the free Wi-Fi is usually enough. If you go into Doha, you need data for taxis, maps and the metro: our Qatar 1 GB plan is ₹299, or buy Ooredoo's Visitor SIM at the airport.

Do WhatsApp calls work in Qatar, Oman, Kuwait and Bahrain?

We found no official rule from Qatar, Oman or Kuwait either way, so test a call when you land and keep normal minutes as a back-up. For Bahrain, Freedom House's 2025 report lists no blocking of communication apps.

Which network is best in Muscat and Salalah?

Opensignal's January 2026 report gave Omantel the best coverage score in Oman, 8.3 out of 10, which matters on drives to Salalah, Jebel Akhdar or Wahiba Sands. Our Oman plans use Omantel and Vodafone.

Will bank OTPs and UPI work?

OTPs reach you if your Indian SIM stays on as the second line and receives SMS abroad; check your operator's app. UPI works in Qatar, but not in Oman, Kuwait or Bahrain.

Is this guide for people who live and work in the Gulf?

No. It is for visitors. If you live or work there, a local SIM costs less over time and gives you a local number.

Can I share it as a hotspot?

Usually, yes: hotspot is included on most plans. Connected devices share your plan's data.
